15 days an inactive village becomes barbarian.
If the person has premium, it is 15 days after the end of the premium.
Be careful, his troops will continue on the village.
But this only if he keeps inactive, because he can back to the game after the ban (if it wasn't permanent).

It also depends on the ban, sometimes it is a prolonged investigation so could take a bit longer than 15 days sometimes

It doesn't matter whether one has Premium or not - banned accounts' villages become barbarian villages 15 days after the ban. There may be some exceptions, as SmashNasty said above.15 days an inactive village becomes barbarian.
