He's using his tribe mates lol. He basicly forces them to waste their troops for him and then he takes the villages, or at least tries to take them.

If that’s the case, it’s not very smart of him if he wants his tribe to do well and grow.
It’s a stronger tribe which feeds each other. A weak link cripples the chain but many weak links won’t hold for long.
