Farm-Militia-Production Relationship

I've noticed that the farm-militia-production relationship is well, broken. For the first 15 levels, one can get 20 militia per level at the cost of 50% of one's resource production. That is all well and fine, but beyond level 15 it starts breaking down, being most broken at level 30. A person with a level 30 farm who calls for their militia only gets 50% of their militia, but is still penalized the full 50% of resource production for those 6 hours.

It would be fair to reduce the penalty for the farm for each level above 15, so at level 30 one would only be penalized like 25% of one's production. Now as someone with some programming experience, I know that that is quite a bit of code writing to pull that off, and have it work well. A simpler option that would be just as fair would be just remove the level 15 cap on the militia, and give us 20 troops for each of the 30 levels, or however many someone has, and then leave the penalty the way it is.
