Help over same connection?

I am having some trouble with a player near me...

My brother also plays this game, but we use the same internet connection...

I know he cant send me rez or troops, but my question is is it legal to have him attack this player near me? or is it illegal for two people on the same connection to attack the same player???

Per the posted rules:

§2) Players sharing an Internet Connection

Definitions for this rule:

Interaction – Sending attacks, support or resource transports to a player on the same connection.
Coordination – Attacking, supporting or sending resources to the same player, from two or more players sharing a connection.

These actions are forbidden.
