From what I've calculated, the LA does not take outgoing raids into calculating how many troops would be needed to gather all resources. As the farms get farther away, this is less than ideal when you want to send out another raid before the first has arrived.
My suggestion would be to have the LA 'C' button take into account any looting raids currently outbound to target in figuring C value. Now that would be really useful.
