At a set time in the game, called:

"Secrets of Power" will appear in barbarian villages all over the map. These secrets are inventions and discoveries that will turn your world into a new era. Awesome effort has gone into that. Well Done.
Some of the details you have mentioned are configurable, therefore wont necessarily be the same on each world.
Also could you clarify what you mean by being punished for not moving a secret?
