Ok on and off i have been trying to make this feature work ever since it came out.

I have tried numerous combinations of settings.. and nothing gets moved around.

Here are my default settings.

I see you have percentage values checked. Try dropping that to at 35% instead of 69%.

400,000 X 0.69% (That is what your % value currently is set at) So nothing in your villages will move unless it is at 276,000.

You can try something closer to these settings in the LINK and you should have better luck.
