This is true on the Casual world but I would like to see it everywhere. Reason: it is tough enough rebuilding your city and troops after a serious attack, but having to start from scratch when you are automatically way behind the majority of players is not really workable. If you hate someone enough to want to rim them, you can demoralize them sufficiently just by repeated attacks that they will likely quit.
Also, it doesn't seem fair for really big players to pound smaller ones to dust. I have seen this happen more than I would like.
