Since Paladin weapons are active on W-22 I was wondering if scouts sent without the paladin and Kalid's telescope will still see enemy troops outside the village based on the 90% rule?

You will only see the actually UNITS and how many with the pally and the weapon. If 90% scouts survive without the pally and weapon you will you just detect they have units outside the village however it will not show you how much or of what unit.
So if you are trying to figure out how many troops they have send pally with weapon
