Almost sure its not true.they usually announce worlds at least 2 weeks before it opens.so even if they announce it now it wont be 23rdI heard it was gona be released on the 23rd
im guessing around 7th of the next month.

The settings on Facebook page are in the "discussion" tab on the left. This is explained in the text that states the opening date as well. I hope this helps.
The settings are available in the W3 section on the forum as well
