It seems some received quests and some did not... clearly giving a portion of individuals an unfair advantage.

I'm not playing world 51 but leaning on the side of fairness it would seem restarting it would be the way to go. Not sure if TW has it in their capacity to do something like that though.

worse than that is the new quest system has more rewards than the old system. the new system gives rewards for each completed building. restarting the world would be the most fair option. refund people that spent money already and just restart it. some people dont have quests, some have the newer version, and some have the old version.
