So is there any way to get back into World 9, or is it closed for any newcomers for good? The reason I ask is that my fellow tribe members are there however I have no means of being able to contact in the case that I can join if i were to be invited.

Also is there a way to send a message to a player in a different world?

World 9 has been closed at all, so there's nobody playing there anymore. If you want to play with your old tribemates (or a few of them) again the best option is to check if they are currently playing on another world. Join that world and try to join them there or ask them where you can join them.
