Anyone know what this means?

I tried to farm an inactive player close to me that I had been farming on a regular basis and I get this message this morning;

Until 8.12. 15:42, the target can only attack or be attacked, if the relation of points between attacker and defender is no more than 20.


Can anyone shed some light on this for me?
