Question regarding inactive villages

From the rules section:

Inactive accounts may be deleted after a period of 14 days.

Is this a hard rule and accounts inactive for a period of 14 days will be deleted?

I ask because being in K63, there are a load of 36 point villages which have been inactive for more than 14 days and they are still sitting their rotting.

Some Might Be Logging In/Premium.

They Might Be Fail Enough To Log In And Not Do Anything Maybe

inactive players are auto deleted, if they are not being deleted it means they are logging in.

Players are deleted 14 days after they last logged in, or 14 days after their premium expires, whichever is later.
