Is the Turkish version popular then? I wouldn't know

I don't know.. More popular than American version.
But there are not really much players.. and the CM is never online, the Forum Admin does do the whole work.

The US Server restarted like a few months ago, it going to take a lot more time for a speed server, like you say not many people are active on the forums, what would make you think there active enough for a speed world
