Yes, the Off-Topic section is not longer increasing the members' post counts. And spam in other areas will be punished.

The post count in Off-Topic is useless since there are such "awesome" threads about who's able to send "20 posts in a row", "Count to 1000" and such. There's nothing wrong with them. Some people like that kind of entertainment. But it shouldn't count as "real posting" in this forums.
