It says on the world 7 Pre-registration on the part of the world settings that the speed is 400 i say thats wrong right?

It's just for testing prior to the world opening.It will go back to speed 1.

The world will start in the morning .US time (EDT)
That would be afternoon (GMT)
We do not have an exact time for opening.

Eastern (server time) is, I believe, GMT-5...

flag stacking

I have a level one flag and level two of the same ability. As I understand it i can stack the flags. How do I do this?

You cannot stack flags. You can only use one flag at a time per village. Unless you mean something else?
