I'm pretty sure I've made it known that on the first turn your whole GDP can be spent on whatever you want to spend it on. After your first turn 10% of your GDP is used as your budget, you can go over it but problems can and will arise if you continually go over your 10% budget.

Just saying it could be used as something to spice up the storyline aka the country has virtualy no economic growth due to virtualy nothing being spent on it and a recession hits or something however after looking at your gm skillz i am no longer intrested in playing this ctw good luck with it though

Last I checked your input didn't matter and since you're not playing I would appreciate if you didn't post in here. But since it seems like you feel that your job is to be my personal pain in the ass I'll give you an answer.
With the United States being Israels last standing ally and the fact that the United States wants to keep Israel around they will assist them by any means necessary. The citizens of Gaza were very unhappy with being Annexed, but they were not forced to move. If they didn't want to be under Israeli rule they didn't have to stay but they didn't have to leave either. Any people that would want to resist knew that they would get decimated by the Israeli and American joint forces. End result, they peacefully submitted to Israel annexing them even if they aren't happy with it.
