An Introduction

A CTW is a forum game based on the idea of taking over the world. Each player will usually start off with a small undeveloped country which they are leader of. Each turn you dictate spending and policies to make yourself an empire. You can deveop new technologies, declare war, conduct diplomacy, secret operations and much much more.

The game has almost no limits and is less complicated than is imagined when you look at some of the extensive rules!

Below are the rules of the game, you can learn a lot from playing and watching others take their turns. The GM will also answer any queries you may have. You'll also find wikipedia will contain much of the information you need about your country.

Rules

The Most Important Rules


Rule 1) The word of the GM is LAW and FINAL!
Rule 2) The GM reserves the right to do anything at any time.

The GM is essentially god in this game, what they say goes. They state whether actions are successful or failures and what the consequences are. They'll supply all the information you need and will often be willing to help with problems if you ask.

The GM will try to keep the game fair, but if you see any big errors then you can point them out to the GM. However, if the GM disagrees with your observation then the matter should be dropped without further arguing. As rules one and two state, the GM's word is final.

If you suspect a GM of being biased against you or any other player, post proof of bias publicly. Minor bias is to be expected though; thus it is good to be nice to the GM, as he
holds your life in his hands. Annoying the GM, whether through messenger, mail, or in game, can be punished by the GM messing up your turns, but he's a dick if he does unless you're really pissing him off.

The GM reserves the right to amend the rules of the game or add rules that were missed in order to make the rules more complete. He will generally do this after he notices someone exploiting a loophole in the rules. When this happens, the person he noticed using the loophole will be allowed to use it as it was not in the rules at the time of that person's posting, but from then on no one can use that loophole (as it is covered by the rules). Do not deliberately make advantage of a loophole or you'll be punished!

One final thing to remember is the time and effort the GM has put into this game so be nice!

The Rules of Turns

Once the game is started, every player has 48 hours to post their turn before the GM will check the turns. Depending on the GM's schedule (he has a life too, you know), it may take more than 48 hours for him to check, approve, and post the results of turns. However, once he does, players can expect to have 48 hours to post their next turn. Please don’t leave your turn till the last minute!

In regards to missed turns, If you miss a turn only half of the missed turn's budget will be carried over. A GM may choose to remove you from the game if you seem inactive so make sure they know when you're going to post!

The Rules of Posting

There is no specific way for you to set out your posts, it just needs to be clear and easy to follow. Your best bet is to follow the template other posters have used as everyone using a similar format makes things much easier. Bad formatting may cause the GM to look unfavourably upon your turn

The example below is one of the most commonly used turn structures and is very easy to understand. Its reccomended to use spoilers within each of the below headings when listing military units etc.

As stated above this is not the only allowable structure of writing your turn. However things that are definitely required are:
- Budget
- Population
- Lists of all military equipment
-actions that are being taken (economicall etc.)


The Rules of Military

You start with whatever military your country has in real life unless the GM specifies otherwise. Use wikipedia to find out what they have. If wikipedia has nothing then speak to GM to find out where to look.

The recommended size of a military is 0.5% of your population. Using less will benefit your economy, on the whole its advised not to have your military at its maximum. Relative numbers of soldiers, artillery, tanks, etc. are required to be kept at all times and in all turns.

Any specified weapons for your troops will cost $50 Million per weapon category. If you have 6 weapon categories of specificity, you must set aside $300 Million for your weapons.

Heavily building up your military will cause suspicion with surrounding neighbours. Also, having a huge military isn't always best, a well planned attack can win with far fewer troops than the enemy.

The Rules of Attacking

You may launch as many attacks as your military can handle a turn, its best not to overstretch yourself though.

You need to include a warplan for your attack to go ahead. If you do not the invasion will fail to go ahead. A badly made plan will often result in failure so its best to be as detailed as possible. Its best to include a map with small annotations if you can, as well as instructions for your troops.

You should always include a method of getting troops into the country if you are not just crosssing your own borders. E.g. assaulting an island should include a statement saying you plan to ship troops in or drop them out of planes etc. You do not have to worry about time taken to get there, to keep the flow going it is instant. You also need to make sure you have sufficient transport to get your troops in if not crossing a border. Defenders can try to prevent troops from arriving.

Remember, the GM will not be a total dickhead about this. If you miss a minor detail they may choose to ignore it and allow your attack to go ahead without any trouble. As stated earlier their word is final. War is fickle, even the best laid plans can go wrong and luck can save badly laid ones.

If a player has initiated battle with another player or native nation, they may continue battle through as many posts as necessary. They may not make any developmental advancement, but may only move or reorganize troops. All military sub turn posts must begin with the name of the player and their country.

Additionally, in order to keep other nations from getting angry at you for invading a country; it is a good idea (but not a requirement) to provide a reason for invading the aforementioned country. The UN may intervene if an attack is seen as unprovoked. Also, other players often like to ruin your plans by coming to the aid of the country you're attacking so watch out!

Turns can be edited before a big post if a player declares war after people have posted. They may wish to mobilise units or offer support.

Also, consider the difficulties of passing through other countries airspace/land to attack.

The Rules of Defending

Defenders have a slight advantage in that they can technically use their entire population to their defence with few negative effects. However, citizens will not generally fight back of their own free will, and there will be high desertion rates if they are commanded to fight, especially if they are not properly equipped and trained.

If a player is under attack and does not defend themselves or post any message about it within 24 hours, then the fight will go on as if the country were an NPC country, however in this situation the defending players troops will not fight at there full strength as they are being ordered around by the generals not the actual leader.

Defenders, like attackers, can make as many posts as necessary to defend themselves with the same rules regarding the start of the post. Support can be sent to a defending nation without taking a turn. If an ally is under attack, you may send troops to his support. You cannot move to support an attacker.

You can appeal to the UN or other powerful nations if you think an attack is completely unjustified and may receive help. This is dependant on what your GM thinks.

The Rules of Diplomacy

Diplomacy is a tool that can be used against both native and occupied nations. The GM will determine the effectiveness of such an action. Repeating an action can produce good results, but in certain situations it can make things worse.

Diplomacy with other player is fine as long as you make any alliances clear to the GM in private. You can betray alliances with players with no consequences except for angering the player themself.

Countries may merge with you if you ask in the right way. You have to give clear reasoning and have a good case as countries don't join your empire for nothing! They may want to fulfill certain goals or you'll have to look impressive and friendly. Often a merged country will be in a dire state and need much work on it.

The Rules of Disclosure and Secrecy



Attacks or defences must be posted as part of your turn with full disclosure of troop numbers and types, equipment numbers and types. These attacks or defences must be written in your turn or military sub-turn. You may however send a secret plan to the GM if you wish to make covert extra actions (special operations only). If a plan is too hard to keep secret the GM may reveal it.

If any special weaponry or tactics are used within battle, it must be mentioned or else it will be assumed that standard technology and tactics were used. Development of technologies, upgrades in weaponry, upgrades in economy, or construction of weaponry must be announced to the GM.

If you spend vast amounts of money on something secretly NPCs will become suspicious and want to know what you are doing. The UN may even intervene if it seems very suspicious and send inspectors.

Actions may be performed by privately messaging the GM, but the GM reserves the right to announce any information to the public.

Clues will be given in the case of secret missions, unless you cover your ass really well.
Secret missions can range from assassinations, to spy missions, to hijackings, to spreading of propaganda, and more.

Be reasonable with your secret actions. Sending insurgency attacks to every nation in Asia is ridiculous. Doing this, or something similar, could result in the disclosure of your actions to the public by the GM (and your disgrace).

You’ll also want to have plans put in place in an attempt to reduce damage by attacks or have plans to prevent assassination. Personal security is a must really.

The Rules of Technology

You are encouraged to invent new things, but you must supply general schematics, costs, and capabilities upon usage. It is up to the GM whether they accept and may be subject to changes or modifications.

You cannot copy inventions made by other players in previous
games (unless they offer permission), but you may remake your own. The GM is to judge when cases of copying occur. If an invention or weapon already exists in the real world, it may be used, though a link to its schematics and capabilities are required.

To upgrade an invention, explanation is required for how it was updated and to what effect.

When creating a new invention, give it an ETA when you post it. The first turn you post it, when approving your turn the GM will tell you if your ETA is correct and, if not, what it should be. This ETA will go down one per turn.

Other Useful Points

- Other nations exist, they are controlled by the GM and may effect the world in different ways through alliances and wars.

- Currently existing international alliances and agreements will continue their existence unless they are nullified by the GM. Be careful of who you invade and for what reason, as your doings will effect your diplomatic relations with the rest of the world.

- Keep to international convention such as human rights and the geneva convention. If you don't, the might of the international community could fall on you.

- The GM may cause change the rules depending on who the GM is

- Budget should be spent sensibly as spending it all on military will result in ruination

- Editing your turn is perfectly fine, as long as you do so before the official ending time of the turn and notify the GM of the edit.

- Skype is very useful as there will be a CTW chat room where you can discuss

- God Modding is serious and will almost always end in an internal disaster in your country.

This game was created by Trollbrain, and developed over time and through experience by everyone else. Even so, Trollbrain deserves much of the blame for everything that goes wrong. Give Trollbrain money.

The rules are subject to change. If you have a dispute with any rule, please ask the GM in a calm and polite manner.

Mexico is dissolving into civil war as the government is failing to stop the growing drug cartel problem. The cartels have taken most of Southern Mexico and are well organised. The Mexican army is split as forces loyal to the cartels have left the army with their equipment to fight with the cartels. The forces loyal to the Mexican government are in a tight spot as they have been weakened by the desertion.

The US is vowing to stay out of the war for the time being.

1. To combat Poverty in rural areas; Set up the "Paraguay Economy Ltd company".. This should kill 2 birds with 1 stone. Increase production and exports whilst decreasing poverty. The Key industrial exports from Paraguay are: vegetable oil, pharmaceuticals, sugar, meat processing, steel and garments. Therefore these Industries should be increased as much as possible.
Pharmaceutical plants should be set up in Cities only to attract Scholars and qualified professionals. Although the Chemicals needed to make to make the drugs should be gathered and produced by plants propped up in smaller Towns.
Vegetable oil and Sugar are 2 major exports; and with the addition of many new farms can provide a lot of jobs to people. Set up Sugar Plantations and Vegetable oil Plants all over the country especially in deprived areas.
Steel works should be set up where there are quarries of Iron deposits.
Clothing factories should also be set up in the most deprived areas.
All of these should be run by the government; therefore profits etc.. go to the government. Although, Read Below for the addition to this bit. – 2 billion.

2. Introduce the Minimum wage to Paraguay. This is 1.4 million Paraguayan guaraní for an adult, and 900,000 Paraguayan guaraní for a child over the age of 14, per month. – 200 million.

3. Introduce Minimum working age. Mandatory school is up to the age of 14, where Children then have a choice whether to get a job or continue on with free education at high school.

4. The Major problem in Paraguay is the fact that only 4% of the country work in a work force of over 50 people. Therefore to combat this. Start to buy up all of the small companies and merge into a larger one as part of the "Paraguay Economy Ltd company"2 billion.

5. Brazil have been a great ally; invite them to a dinner with Paraguay and Argentina invited. Discuss new import/export deals that would benefit us all. We currently own free ports in Argentina and Brazil; and so to thank them for their continued kindness, split our navy between them (apart from the patrol boats) as they could use it more than us.

- Education
Establish a form of a free, compulsory, education system. The system will feature 13 years of schooling, starting at age 5 and finishing at age 18. The system of education in will have a structure of seven years of primary education, and six years of secondary education (divided into four years of lower secondary and two years of upper secondary school). Higher education at that point will be highly encouraged.
Schooling will go on for most the year, with children receiving a two month vacation. During this time childcare services will be offered for kids aged between 5 through 12, anyone older then that should be old enough to take care of themselves while mommy and daddy are out at work. We will also offer a summer school program to kids who grades slipped the previous year, and need to get their grades up.
Standardized tests will be set up to test the children on what they've learned throughout the year. Teachers will be hired based on whether or not they can prove themselves to be qualified (as in, a good education, a good personality, no weird psychological disorders, etc). Teachers will be required to attend monthly conferences and will be expect to help draft or provide input on the standardized testing program.
Students will be taught English, Swahili, Bantu languages, and Arabic will be taught in school if the student doesn't already speak these languages. Several other exotic languages will be offered electively. History, science, and math will also be required and tested on the standardized tests along with languages, and art and physical education will have to be taken for at least one year total each sometime in grades eight to ten.
Schools will be built where every child between 5 and 18 will have access to the schools, we should start up a bus program to complete this. Older schools will be repaired and cleaned up, if it needs it. Each school should have the essentials: a kitchen, multiple classrooms, blackboards, desks, a indoor area for sports and a sports field with equipment. Schools being built aren't going to be very costly.

- Healthcare
Start a the basis of socialized medicine, later to be funded by taxes. Free treatment will be provided to anyone under 18, students in college or a university that has at least a part time job, and anyone that can prove they have a job.
New hospitals will be built, these will feature high-tech, essential equipment such as life support machines. New pharmaceuticals will be improrted for the hospitals. Install a strict routine of cleanlyness, which invloves doctors washing their hands, nurses cleaning down equipment, etc. Older hospitals will be repaired where needed, and will be updated to the new hospitals standards.
Doctors and nurses will have a strict work schedule, they will not be asked to stay after their shift. This is to ensure that they're not being overworked, so they are not tired and make mistakes. Look to fill up the hire new doctors and nurses to fill up the increased roster needed. These doctors and nurses should be proven quality people at their jobs. Doctors and nurses that are under preforming will be replaced, after a stern warning.
Budget: 600 Million Dollars

- Mining
Begin scanning about for the sizable mineral deposits of copper and cobalt that Uganda features; any deposits of copper and cobalt will be auctioned off to mining companies in Uganda. Small grants will be provided to mining companies to purchase newer, eco-friendly equipment. Set up new laws aimed to target safety conditions for miners.
Budget 250 Million Dollars

- Crude Oil & Natural Gas
Set up a government cooperation specializing in natural resources, such as constructing and operating a oil refinery. The cooperation will be named Ugandan Energies (UE), UE will be divided into more specific natural resource companies such as Ugandan Crude Oil and Ugandan Natural Gas and Ugandan Hydropower.
Survey Urgandan land for the largely untapped reserves of both crude oil and natural gas in Uganda. Begin extraction efforts, carefully, with the help from international companies that do this sort of thing and from countries such as Saudi Arabia. This next year things should be slow, to make sure we're doing everything correctly. I need the specific locations of where we are drilling or whatever before I decided where to built other stuffs such as oil refineries.

- Infrastructure
Improve the infrastructure throughout Ugandan cities. Roads should be repaved, bike lanes will be added to roads, riding bikes will be highly encouraged for inner city areas. Favor FabFi when developing internet in cities. Set up a garbage pick up system, modernize the plumping system in cities to ensure their doing good and stuff. There is probably lots of other stuff I am forgetting.
Budget: 500 Million Dollars

- Minimum Wage & Minimum Working Age
Laborers will now have an eight hour workday and set a minimum wage that suits a family of 4, and can account for living comfortably (such as living under shelter with money to purchase food and good clothes). We will also set the minimum working age to 14, and you can only work part time jobs at 14 until 18.

- Uganda Farmers Union
Establish the Uganda Farmers Union, as agriculture is a big part of the economy. Farmers throughout Uganda will be offered positions in the union, and will be subject to grants and newer equipment to increase productivity. Crops that are to be produced will be decided by the farmers during seasonal conventions, sponsored by the government and where elected officials will make appearances.
As a product of joining, they will be giving the land over to the government, but will be subject to receive more then the minimum wage based on productivity. The most productive farmer will be sent to be taught in more advanced farming techniques to a country that is best suited to teach about farming techniques.
Budget: 250 Million Dollars

- Increased Taxes
Place increased taxes on the richest 30% over the next three years. 20% for the 30th percentile, 30% for the 20th percentile, and 45% for the 10th percentile. Also place inheritance and estate taxes of 20% for estates over $1 million. Money gained from this will go towards projects that generally increase condition of living.

- Human Rights
Human rights throughout Africa sucks, while Uganda has made efforts to improve upon the human rights in the country it is still embarrassingly obvious human rights throughout Uganda aren't so good. Homosexuality should be an accepted way of life throughout all countries in the world, Uganda will look to provide as an example to all African countries that allowing homosexuality go on is an okay thing. We will do this by freeing up restrictions on the homosexual community, they are no longer to be persecuted for who they are, and anyone found guility of insulting someone because of who they like and who they don't it should be considered a hate crime. (Hate crimes can lead to large fines, and even jail time.) An accepting society is the best society.
See if we cannot expand political freedoms, freedom of the press, and stuff like that. People are not longer to be arrested because of their political ideals, it is absurd this was ever allowed to happen in the first place. Free up all media outlets, keeping one to act for Government Information. We will however, retain rights to emergency broadcasting and rights to take away freedoms of of the press if media outlets are abusing them.
Budget: 25 Million Dollars (Money used for propaganda.)

- Ugandan Security Agencies
Merge all security agencies in Uganda, the result should be a government cooperation named Ugandan Security Agencies (USA). USA will be divided into other agencies such as Ugandan Internal Security Organisation and Ugandan Anti-Terrorist Task Force to work better at their specific task. The outdated act of torture will be outlawed, and the USA will invest in different intelligence gathering techniques.
Budget: 175 Million Dollars

- Corruption
Aim to seriously crackdown on corruption by establishing a corruption hotline where people can report anything they've seen, and by placing wealthy businessmen and politicians that have a corruption charge on trail where they are subject to lose all of their wealth. Also establish the Ugandan Corruption Unit to work alongside the people that operate the corruption hotline by investigating corruption reports.
Budget: 100 Million Dollars

- - Defense Contractors
Merge all Ugandan defense contractors into one government corporation named Ugandan Defense Industries. Which will be divided into four corporations, Ugandan Light Arms, Ugandan Land Systems, Ugandan Aeronautics, Ugandan Naval Design, and the fourth, which will have off the books funding, will simply be known as #. Ultimately, # will be modeled after Lockheed-Martin SkunkWorks.

Foreign Relations

South Africa - Continue to grow the relationship between our two countries, set up a embassy in their capital and invite them to set up one in ours, if this hasn't already been done. See if we cannot increase trade between our two countries, propose setting up tariffs on some of each others products.

China - Propose a sit down with the Chinese president or dictator or whatever, to discuss Chinese involvement in Africa and the progress that Uganda has tried to make this past year. Set up embassies in our respective countries, and propose bilateral agreements.

DRC - Over the years, our relationship between each others countries haven't been the best. Look to fix this, offer to have them over to a EAC convention this year. Set up, or fix the embassies in our respective countries. Look to increase trade between our two countries.

North Korea - Slowly cut ties with them, we'd rather not associate ourselves with a barbaric country.

Sudan - Slowly cut ties with them, remove our embassy in their country and praise South Sudan for breaking apart from this crazed country.

United States - Ask for support while we're cutting ties with the countries mentioned above, North Korea is a country that the US obviously dislikes, and Sudan has sponsored terrorist activities in my country and others. Talk about the possibility of assistance in eradicating the LRA from Uganda and surrounding countries.

East Africa Community - Support increased relations between the EAC, set up proper embassies if this hasn't been done already. Increase trade between the EAC, and propose that we start acting like political unison. (Slightly mentioned the East Africa Federation, the EAC merging into Uganda kind of.)

South Sudan - Praise them for breaking apart of the villainous Sudan, offer an alliance and bilateral agreements between our two countries. Set up embassies in our respective countries. Look to increase trade, and generally support South Sudan issues as long as it isn't going against the interest of Uganda or our other allies.

Research - 300 Million Dollars

- We will abolish the Uganda People's Defence Force for three days, and will then start up the National Military of Uganda. We will recruit 20,000 troops, and each will go through a recruitment process that aims to root out former soldiers that have been involved in war crimes. These people will be turned over to the international courts. Ask China to help with recruiting. The recruitment age will be changed to 18.
