Do you not think the time to object to a recruitment is when they join?
On the whole I also find that in the long run nukes are not the best way to end an agreement. Maybe I'm unusual but I tend to consider written notification a necessary precursor of the end of either a treaty or negotiations. One thing I've learned about TW is that you can never be sure what will happen and ignoring such niceties can come back to bite you later.
Just a personal view. I don't do recruitment, in fact I stay as far away from it as I can.
On another note, who is fighting whom tends to be obvious but the opposite is often more interesting.
